Your vote for Richmond’s Commonwealth’s Attorney (“CA”) determines how we keep our families, friends, and neighbors safe in our City. Richmond’s CA is the City’s Chief Public Safety Officer. As the elected official responsible for prosecuting crime in Richmond, the CA has broad power to prosecute felonies, misdemeanors, and any violation of law that carries a penalty of imprisonment or a fine of $500 or more. With this authority, the CA prioritizes what crimes are investigated and prosecuted, against whom, and why.

Public safety is about people.
That’s what Tom learned growing up, the son of doctors, one an immigrant mother who’d fled persecution as a Christian in Iraq. Tom understood that he was safe, but many people aren’t. He learned service from his parents – that real problems have real causes – and that good people dedicate their lives to finding real solutions.

Tom’s Public Safety Priorities
Richmonders have legal rights to reproductive freedom, equality, safe housing, fair employment, ethical municipal government, a clean James River, and more. I will work with interagency partners at the city, state, and federal levels to protect these rights from bad actors, political extremists, and public corruption. And when violations become criminal, I will investigate and prosecute them.
Every Richmond neighborhood deserves to be safe, clean, and supported. We love our art, music, and food in Richmond – we love our City – and we need to work together to be safe. I will collaborate with stakeholders in our schools, municipal departments, businesses, and neighborhood associations to keep our neighborhoods safe from crime and manage graffiti, noise violations, trash, and quality of life concerns. Sustainable crime reduction of these and other nonviolent offenses will be achieved by addressing root causes.
Public safety is about people. It’s about fighting crime while also treating our most vulnerable with dignity and respect. I’ve prosecuted serious cases, and I’ve built alternative programs and a nonprofit to address root causes – because I know we need to do both to reduce recidivism and keep us safe. I will work with the community, interagency partners, and elected officials on smart reforms for a public safety system in Richmond that works for all of us.
Richmonders remain subject to gun violence we cannot tolerate, with the high school graduation shooting at the Altria Theater, consistent murders, and daily gunfire. I will prioritize the prosecution of violent crime and establish a Task Force with prosecutors dedicated to eradicating gun violence in our City. I will continue to be a tireless advocate for gun violence intervention services with our community and faith-based partners.
Richmonders need safe streets. But significant traffic fatalities are not being prosecuted, while deaths of pedestrians and bicyclists are surging. Speeding remains a problem where our children play and where we work, go to school, and live together. We must share the road and make our City safe for smart development and public transit. When a traffic death raises legal issues for Richmonders to decide, my Office will try those cases to Richmond juries. I will partner with local and state traffic enforcement to reduce reckless driving on our roads.
Emergency and 911 response times to significant public safety incidents are lagging, and routine responses for traffic accidents, thefts, and other community concerns are delayed significantly. When Richmonders identify public safety priorities, I will assign teams of prosecutors to rapidly engage those problems. And I will work hand in hand with our Mayor’s Office, City Council, and the General Assembly to fix these delays for faster responses.
